God is waiting for those who will be willing to live by His standards before He ends this earth.  Those who choose willingly to live in peace and love will be taken to live with God in the New Earth.  Can you imagine Him taking those who are hurtful, violent, sexual perverts (and that covers a lot more than you might think), liars, unfaithful to anyone else but themselves, lovers of money, disbelievers, unwilling to help share the Word of God to others and lots more.  There is no middle ground between Gud and Satan.  You choose which side to support with your actions.  That's who God wants to live with.  

Why take those who will never fulfill the love of God in any way shape of form?  If so, how would it be a New Heaven and a New Earth fit for God and His believers?

He reads the heart and judges from there.  Man constantly makes mistakes but are they repentant after or do they gloat that they got away with the sin?  

If you want the world's behavior to change, it has to start with you.  God does not expect perfection, Hs just wants His followers to want to do what's right by following Jehovah.  Jesus came in person to SHOW humans what God gave to man in history, science and expected behavior.  

Our government is as it was chosen by the humans involved.  If you're just voting for the person who will give you the most, then you're the problem.  Vote for the person who is fighting for peace, particularly the Peace of Jerusalem.  Need a clue, there it is!  Who is fighting for Israel?  Think.
