JUVENILE ALLEGEDLY DUCT TAPED TO FLOOR, STARVED

51-year-old Amy L. Billotte and 37-year-old Sarah Faber are each facing over 900 charges including aggravated assault and endangering the welfare of a child, following a lengthy investigation in Brookville Borough, according to the police department’s public information release. The charges stem from an investigation that began in September 2025.

The investigation started on September 8, after Brookville High School staff contacted police, the release indicated. School staff were highly concerned for the juvenile victim’s welfare, reporting that the child was severely malnourished, dehydrated, and experiencing significant weight loss, according to the report. The juvenile had been attending Cyber School since 2024 at the request of the Billotte, the report said.

Brookville School officials reportedly observed the juvenile lost more than 20 pounds between the end of the 2024-2025 school year and September 2025, according to the report. Both women admitted that the child had lost a dramatic amount of weight.

The release said interviews with the juvenile revealed severe confinement and abuse. The victim told authorities that he was not permitted to leave the room. The women restricted the child’s movement using a door alarm placed on the bedroom door, an act both females admitted to, according to the report.

The juvenile’s movements were monitored via cameras in the bedroom, which were connected to an app on the Billotte’s phone, the report stated. The release characterized this electronic monitoring as a restriction on the child’s movement. The cameras were allegedly disposed of before the women had contact with police.

The victim revealed in a forensic interview that he was made to stand for many hours and exercise until exhaustion as forms of punishment, according to the release. The report further stated the juvenile was duct taped to the bedroom floor at night so the women could sleep. The child was reportedly withheld food for several days at a time. The juvenile was not provided a mattress or clothes at night. 🔗 ⬇️
