I just made a couple phone calls.
Yes, Comcast really doesn't have a construction department. They rely on a contractor, Duda Cable. ...which Duda is also swamped at times. Between storm, accidents, PennDOT bridge replacement jobs, and regular line extensions like this - it can be hard to keep up.
Then having to factor in permits to electric/telephone companies to attach to poles - which can take a few weeks.

They didn't attach to the power poles?
Something isn't adding up.. I'm pretty sure there was room on power poles to get close to the farm house. ...then maybe a buried service drop to the house, which looks to be yard.
Not sure how "swamp" got involved.About Duda and Comcast - I think Comcast's inhouse employees have to do the splice work to tap into existing lines per their contract. ....due to having to re-balance the signal or increase output levels(add amplifiers).

I'd first contact your township supervisors of the complaint and failure to fulfill contract(money received in agreed commitment to construct for service). Also, contact your State Representative to see if he can muscle in. If your State Rep wont, and if the township wont muscle-in Comcast, then file a lawsuit in court for breach of contract, suing for money owed+legal fees+court costs+etc OR a court order to fulfill the agreement(your choice) - I'd talk to a lawyer about this step.
Local municipalities have quite of bit of pull due to franchise agreement that the cable company must sign with the municipality.
Now, to play Devil's Advocate - sometimes it does take longer than expected. The cable company must permit any poles, and if there isn't room on the poles, they have to pay the pole owner(power or telco) to replace it - which can take awhile. Then the cable company has to deal with state/municipal permits if they place their own poles/buried cable in public Right-of-Way. Then, if they have to cross private property, they have to get Right-of-Way from the respective property owners(which many will not sign - I run into that all the time).
