Herm was employed by the United Way as the executive director. The United Way board members should not have employed him as Herm's position of City Manager created a conflict of interest. 
Records obtained by Spotlight PA reveal that in 2014, for instance, the United Way gave $30,000 to the city for a “baseball field sign purchase.” In 2016 and 2021, the charity made two additional donations totaling $60,800 to the city for “general support.”
So close was the working relationship that in 2018, the United Way began acting as an “agent for the City of DuBois,” according to financial statements submitted by the charity. Those records said the United Way collected contributions for capital construction and improvements for several baseball fields and related facilities operated by the city.
Spotlight PA found a total of $560,503 in contributions to the city were handled by the United Way from 2018 to 2020 — a period when Suplizio reigned over both entities.

The most simple answer to your question could simply be a dollar value of the item, not the size of the bank account of company that produces the item(s).
*I'm pretty certain that the complainant "could" have carved the face pictured herself had it been THAT important to her.  

Can you just imagine living a life, that faceless candy is so important to you but claims by companies that promise instant weight loss ( for eating that candy) is of no concern to you?
 

Just purchase food from any restaurant and you won't receive what you see in the advertisement!!!! I gave up on it, I guess if i don't like it, I won't buy from them anymore. 

I can't believe it even made it on the court docket for a hearing . A waste of time and effort for our court system.

If I were a judge and this showed up in my court I would find in favor of the plaintiff and award them what their suit was worth…$ 1.65.   Done

Apparently its maintenance is a huge hassle for the city crew.  I'm not sure if it's going to be any better in city park with the wind that goes across there, but it's worth a try.

Here's an idea....direct all those 87,000 IRS Agents that Biden employed and send them to Dubois.  Think of all the secondary businesses that would benefit...being restaurants, hotels, etc.   They might even buy temporary housing.

The 'payee' would certainly tell the tale - except if city accounts were made falsely and the check was written to the city, it could be deposited without any red flags from a bank.
And even with Waste Management being a private business - bribery for 100 percent control of the work in a town - is still considered illegal no matter how you label it in the ledger.  

I don't disagree with what you're saying, however, the same auditor did the city and the local United Way.  I find it incredulous to believe donations to the latter were in cash, so there has to be a paper trail of donations.  As far as Waste Management, I'm curious as to who the "payee" was on the checks and further, whose name was the receiving checking account titled to.  Could those payments (from Waste Management) have originally been set-up in a purely altruistic manner and titled for "DuBois Days"?  Anything is possible!
Final thoughts:  my opinion is, if the indicted are proven guilty, then those involved were only a few.  With more than a few, keeping a "secret" becomes infinitely harder, if not impossible.  Finally, what were the first allegations and who was the accusing party?

I understand why you want a clean sweep but let's wait for the new City Council members and Mayor decide what really needs to happen. There are too many moving parts to just fire all the department heads at this point and their contracts or articles of employment need to be examined.
