In a release, MBI officials said that the owner — Russell “Bruce” Moncrief of Moncrief Bail Bonds — came under investigation in October 2021. “Moncrief used his position as a bail bondsman to solicit acts of prostitution or coerce women into having sex with him,” the release adds. “If a female refused to have sex, she would not be bonded out or her bond was revoked.” The investigation came after local attorney John Gillespie was arrested on similar human trafficking charges in 2020, the release shows. This incident happened on September 27 when Lakeway PD responded to a call in which witnesses said several men chased a man in the store and into the parking lot. Police were called to the 700 block of Malinda Court when residents reported two boys, ages 4 and 7, had been molested. The victims identified Bonilla-Alfaro, 17, as the person who forced them to perform sex acts on him. Police say Bonilla-Alfaro confessed to the crime and admitted to filming the children on his phone. When police searched Bonilla-Alfaro's phone, they found a third victim, also a minor, who has not yet been identified. Kenner police believe there are more victims and urge anyone to come forward. According to the investigation, from April 12, 2022, to Aug. 3, 2022, Barbarino knowingly possessed 93 still photographs and 108 videos of child sexual abuse across three electronic devices, including at least one image of a prepubescent minor or a minor under 12 years of age, and at least one image that portrayed sadistic or masochistic conduct or other depictions of violence. Barbarino was arrested and charged by federal criminal complaint on Aug. 3, 2022, with the same offense.
