Petee
Crews are currently chipping wood from the right of ways. If you see them, carefully stop and ask them for wood chips to be delivered to your home. They brought me 3 truck loads and they will have many more. You can also try calling your electric company or any tree services working in your area. http://www.motherearthnews.com/organic-gardening/gardening-techniques/building-garden-soil-wood-mulch-zmaz10onzraw.aspx

Petee
Annual Rye is one of the options for green manure or a cover crop. It all depends on whether you want to crop dead in the spring so you can plant directly into it and use it as mulch or whether you want to "chop and drop" a taller crop to either harvest or use as a mulch, or whether you want to till it in. Annual Rye is one that does not survive the winter so while there will be a dry covering on the soil, you will not necessarily have to do anything else with it. You can pull it aside in spots and plant things such as tomatoes directly into it. It will reduce Early Blight and feed your soil organisms. This link will apply to both farmers and the home gardener: http://extension.psu.edu/plants/crops/soil-management/cover-crops
