It's hard to determine it's size from the picture - but it's either a male Downy Woodpecker or a male Hairy Woodpecker. Downy Woodpeckers are smaller than the Hairy and have a short stubby bill. If that's a large suet cake - I'd say it's a Hairy.
They bloom in the snow. They are extremely hardy to cold temps. I love them - to me they're the first sign of Spring since they don't wait for the snow to melt. Plus, rodents don't like them!.
I brushed the snow off of them last week - and then 8 more inches fell. When I saw the snow had finally melted off today - I thought I'd better get a picture!
