Petee
Tilling your garden is a mixed bag of opinions. A lot of it depends on what approach you're going to take on gardening and the amount of square footage you're going to plant. http://www.gardeningknowhow.com/vegetable/how-to-till-a-garden-tilling-your-soil.htm

Petee
You don't want to plant them so early that the top foliage can be damaged or destroyed by frost. So if you consider that they take a week or two to show above the ground them you want to wait till at least May 15. I would wait till May 31 at least. Be sure to use certified seed potatoes and don't plant them where tomatoes, potatoes or eggplant was grown last year. If you see any potato volunteers tear them out and don't use that section of ground. You may end up having a reenactment of the Late Blight. The soil isn't necessarily contaminated because it gets too cold for the blight to survive but it can winter over in an unharvested potato. Therefore I wouldn't even plant near that area. That might be a location that you want to lay empty for a year just to be sure. Here's a website that might help: http://www.thegardenhelper.com/potato.html
