There's lots of sites that have popup ads..for instance, The Weather Channel, Accuweather, etc. have those ads. Perhaps the ads help fund this site and others.

I recall when I was a youngster we would often say if someone was mentally ill...they would take them to Warren...as in the State Hospital. Had a distant relative whom the doctors recommended would be better off in the Warren State Hospital. The Warren Hospital - what little I recall - was a great facility for mentally challenged/ill patients.
