    Herm was employed by the United Way as the executive director. The United Way board members should not have employed him as Herm's position of City Manager created a conflict of interest. 

    Records obtained by Spotlight PA reveal that in 2014, for instance, the United Way gave $30,000 to the city for a “baseball field sign purchase.” In 2016 and 2021, the charity made two additional donations totaling $60,800 to the city for “general support.”

    So close was the working relationship that in 2018, the United Way began acting as an “agent for the City of DuBois,” according to financial statements submitted by the charity. Those records said the United Way collected contributions for capital construction and improvements for several baseball fields and related facilities operated by the city.

    Spotlight PA found a total of $560,503 in contributions to the city were handled by the United Way from 2018 to 2020 — a period when Suplizio reigned over both entities.

    Exactly my point. The new council has stressed transparency and straightening the corruption out. A permit is required for situations like this. I would be more than willing to say the proper channels were not taken. This carries a fine of up to $1000. All established by a previous city council. 

    No fine at all as established by the previous council.

    I think there are sidewalks all the way to the Sandy Club.

    I certainly hope that outside auditors of the local government are scrutinized.  Those here that are familiar with this process understand that a number of steps are involved before financial statements are produced, including recommendations to the local government, contact with outside vendors and steps even as far as refusing to produce statements.  

    I do not understand why council thought it was a good idea not to place the Waste Management payments in a city account.

    The payment of entertainment for community days with cash seemed stupid too. (The solicitor approved of this)

    Where did the money come from for the annual year end bonuses to highly paid employees????

    Is the budget balanced because excess money is being transferred from water/sewage fund?  

    My feelings are that whenever the council needed more revenue they just sent a sewage surcharge/ rate increase to Sandy Township.

    Waste management money:  

    As alleged, beginning as early as 2008, Suplizio and Shaffer used the city’s tax identification number to establish secret bank accounts into which they diverted city money, including approximately $60,000 in annual administrative fees from the city’s waste management contract. During the alleged conspiracy, Suplizio and Shaffer made large cash withdrawals from these unaudited accounts, wrote checks to themselves and others, and obtained cashier’s checks with themselves listed as payees—totaling more than $350,000. The defendants also allegedly spent more than $450,000 from the accounts toward payments on Suplizio’s personal credit card, which he used to pay for personal vacations, utility bills for his residence, department store purchases, and jewelry store purchases, among other personal expenses.

    “Herm Suplizio allegedly funneled city money into secret bank accounts that he and Shaffer controlled and that he could use for his personal benefit, including hundreds of thousands of dollars in personal credit card payments,” United States Attorney Eric G. Olshan said. “Our communities entrust public officials like Suplizio with tremendous authority, and when that trust is violated—as is alleged here—this office and our federal and state law enforcement partners will hold them accountable to the fullest extent of the law.”

    Apparently the voters think she is legit. As a write in candidate she secured both ballot positions against the incumbents with over 95% of the vote. Hard to argue with these results.

    All must remember there is a legally enforceable contract governing Herm's employment and must remember citizens in this country are innocent until proven guilty.  

    If DuBois had a different solicitor the recommendation would be to fire the city manager without pay.

    Now the latest has our current mayor being issued a couple of citations for careless driving and driving on the sidewalk on June 17th during community days. Charges were filed on June 26th with the magistrate. Not really sure what the reason was for being on the sidewalk. Will have to wait until gypsy Toni tells him how to answer.

    Sounds like he should quit driving. There has been many pedestrian killed by cars being driven on the sidewalk.

    The Supervisor complaining has his head up the City official's butt so far that he can taste the Bud Light he drank at the Sandy Club.

    He might as well be counted as a City Councilman

    The City will need to determine how much money they have left to fund the baseball events after figuring the cost of the  criminal defense and pay to the suspended city manager. 

    Maybe they can eliminate the healthcare and deductible payments for the no work council and mayor to fill any budget gaps.
