I always look at things like the news reports when they are interviewing the neighbors of a maniac after the maniac's laundry list of heinous acts come to light. The neighbors say things like, " He was so quiet. Always cut my grass and took my trash out for me. Bought my son a new bike after his was stolen. He paid for his great niece to go to college. He was so nice. I can't believe he murdered 300 people with an ax over the last 10 years." (Admittedly, I have some trust issues--but it's beneficial for my current employment and personal life.) This city is going to end up bankrupt and the laughing stock of PA. because of the way the council worships her. The incoming members at the beginning of the year are going to have to start all over again. Just nothing but plain old greed from the gypsy and squirm. Panama City commissioners on Tuesday reviewed and voted to accept the results and recommended actions of a forensic audit done by Warren Averett, an accounting firm based in Panama City. The audit's goal was to help prevent the city's fiscal and operation systems from being manipulated by employees, as well as uncover any illegitimate spending or stolen funds. The audit was sparked by the October arrest of Michael Johnson, the city's former community redevelopment director, who was accused of embezzling money from the Friends of After School Assistance Program, a nonprofit organization that supports Panama City's After School Assistance Program. According to Tammy McGaughy, a partner for Warren Averett, the audit delved through about a decade of financial records for various city funds. She briefed commissioners on its highlights during the Tuesday meeting. -------------- Past reports state Johnson resigned from his position in October after City Manager Mark McQueen confronted him about sloppy management practices. Johnson was arrested about two weeks later, after an account for the ASAP program was discovered at Hancock Whitney Bank that had only him on its signature card. Statements from Hancock Bank show Johnson wrote himself checks, the first of which was written on Feb. 1, 2012, for $9,839. The largest check was written on Nov. 13, 2020, for more than $37,215. In March, Johnson pleaded no contest to grand theft, money laundering and 19 counts of official misconduct. He was sentenced to eight years in prison. Johnson used the approximately $1 million he embezzled to purchase 11 properties. Charges were filed on June 26th with the magistrate. Not really sure what the reason was for being on the sidewalk. Will have to wait until gypsy Toni tells him how to answer. (WMBB) — Three of the defendants in the federal corruption investigation have been ordered to pay restitution in the case. Former City Manager Mike White must pay $55,000, former Leisure Services Director David Horton must pay $5,000, and David White, the owner of Erosion Control Specialists, was ordered to pay $4,745,999. Mike White accepted bribes from David White while White’s company overbilled the city for debris removal and other work after Hurricane Michael. David White also did clean-up work for free at the homes of city officials including former city attorney Adam Albritton. As part of the calculation for restitution, David White asked for a reduction based on bribes and free work he did for city officials. David White argued that those city officials should have to pay that portion of the restitution. Judge Robert Hinkle and federal prosecutors agreed. Hinkle ordered a $20,000 reduction in connection to Mike White and $45,000 in connection to Albritton. Hinkle also ordered a $49,000 reduction in connection to former Mayo Margo Anderson. Federal prosecutors have long argued that David White performed work at Anderson’s Lynn Haven home and billed the city instead of her. Anderson disputes that claim. She plead guilty to lying to the FBI and was sentenced to 30 days in prison. The judge in her case, Mark Walker, did not order her to pay any restitution.
